Analysis of views on problem of formation of effective innovation system and usefulness of innovations

The article is devoted to the analysis of a conceptual framework of formation and national innovative system (NIS) development. The author conducted the research of various treatments of category and NIS concept, the author's view of a problem of formation of effective NIS in Russia is developed and offered. The attention to an assessment of usefulness of knowledge in innovative system is paid. The conclusion is drawn on the need of formation for the country of the optimum economic atmosphere, the economic competition, social climate favorable for innovations.
