The stable and sustainable development of regions and municipalities of the Russian Federation demands development and realization of strategy of social and economic development. Strategic decisions can be formed by regions for municipalities, and also directly be accepted at local level. In the article theoretical justification of formation of strategic solutions of development of municipalities is offered, and the examples on the Republic of Dagestan and Sverdlovsk region are given.
