In the article the working hypothesis and the concept of formation of sustainable innovative development of hi-tech complexes on the basis of modular approach to change of a paradigm of system development that promotes strengthening of their synergetic properties and formation of proper and quick reactions in the conditions of threats, risks and uncertainty are considered.
