Added value as basis for economic security

In the article the creation and protection of value added in the region and the country are presented. Actually the value added allows containing army and fleet, health care and education, to carry out production modernization. The conclusion is drawn that legal support, scientific activity, education should be focused so that they stimulated value added creation.
