The article is devoted to a qualitative basis of formation of the human capital. The author points to importance of quality of modern education, the problems and prospects of the market of educational services. The education system of the Ulyanovsk region as the possibility of increase of economic capacity of the region is considered. The result of this research are the formulated actions for improvement of an education system in the region.
