Sustainable rural development in context of population mentality in rural areas of Russia

The specifics of Russia consisting in nekravnomerny passing of stages of rural development in different regions of the country are analyzed. The need of differentiated approach to strategy development on the allocated groups of territories, to orientation of perspective program actions to mentality of villagers is shown. Change of a paradigm of rural development is required: paradigm shift in rural development: from state paternalism to self-development, drawing on internal resources and equal partnership of government, business and the public.
