National component in regional fiscal policy and its influence on regional budget

In the article various aspects of influence of a national component on formation of the regional budget (the budgetary policy of the region) are analyzed. It is shown that this influence is shown when forming target programs of regions, at definition of structure of expenses of the regional budget on education, and predetermines more considerable need for expenses. Conclusions of authors are confirmed by practical examples from experience of the budgetary activity in the Republic of Tyva.
