Regression of human capital in Ukrainian science and education: international experience in overcoming

In the article the current state of the Ukrainian science and education is analyzed. The key factors provoking regress of the Ukrainian science and education are allocated. The ways of overcoming of the crisis phenomena of the human capital in system of the Ukrainian science and education are defined. It is noted that important reserves in development are electronic libraries, english-language sites of universities, the international Internet conferences, an exchange of students and teachers.
