The process of public expenditure on defense is complicated by the limited resources at all stages of decision-making - from determining the total cost to the distribution and financing. It causes need of increase of efficiency of the public expenditures on defense. Quantitatively efficiency of the public expenditures on defense is measured by the relation of the received results to the sum of the made expenses. In the article the theoretical problems of efficiency of the public expenditures are analyzed, the indicator of effect of the public expenditures on defense is revealed.
