Implementation of principles of formation and development of participatory mechanisms in system of public administration

In the article the features of functioning of system of public management through formation and development of the participative mechanism are considered. Set of the principles on which process of construction and functioning of this mechanism is based is revealed, the conditions of their realization are detailed. The recommendations on development and improvement of the Russian mechanism of participation of citizens in public management are offered.
