The strategic goal of long-term socio-economic development of the Russian Federation is the realization of the constitutional rights of citizens. One of target reference points of such development is achievement of high standards of welfare of local community by means of realization of municipal social policy in the sphere of social wellbeing of the population of "mono-towns" of the North and the Arctic Russian Federation which is carried out on the basis of resource opportunities of local community.
