Key aspects of development of the information and communication technologies (ICT) in Russia are considered. Position of the Murmansk region among the other regions on the level of development of ICT and readiness for information society is presented. Strong and weaknesses of sides of the region in the field of development of ICT and spheres of their use are revealed. The directions of development of ICT in the Murmansk region are offered. The conclusion is drawn that effective implementation of the proposed areas is possible with the performance-based approach.
