In the article the questions connected with discussion of the new project of the federal law "On education in the Russian Federation" in a part connected with a problem of advancing education, providing an innovative component in preparation of the modern graduate are considered. The positive and negative sides of the law, the contradictions are analyzed. Experience of the foreign colleagues of the international project "Development of a frame of qualifications for the Ural region" as the mechanism of interaction of the labor market and the education market, realized in the Chelyabinsk region is offered.
