In the article a role and a place of modern Russian elite in the conditions of innovative reorganization of society is presented. The problems of formation scientific and educational, administrative and business elite, its selection through a prism of the got higher education, primary groups of socialization are considered. The results of the analysis of regional localization of the higher education institutions, become Alma-mater for representatives of elite of public administration are given.
