In the article the problem of exhaustion of potential of traditional economy and its transition to the new quality - in the direction of strengthening of its humanization and socialization is considered. The social and economic essence of the oligarchic capital are revealed, the characteristics of its manifestation to the Russian Federation and a leading position in society are analyzed, the characteristic of the major reasons interfering development in our country of small business is presented. The main directions of democratization of economic processes in society are given.
