Threat so-called «digital gap» – differentiations of various segments of the population on degree of availability of digital infrastructure and level of information culture is analyzed. In the conditions of active introduction of information and communication technologies in educational processes unequal access to IKT-infrastructure can lead to essential stratification of the population on quality of the got education. In the article the questions of unevenness of information development of regions of the Southern Federal District are investigated.
