Shipbuilding is a basic element of the global maritime infrastructure and acts as the initial link in the production chain. In the article the features and problems of shipbuilding and formation of merchant marine fleet of Russia are considered. Initial results of reforming of these types of economic activity are revealed. The directions of further transformations and strategic development taking into account the world tendencies are designated.
