In the article the essence reveals and the algorithm of formation of the innovative environment of the region is offered. On an example of the Ulyanovsk region the main stages of formation of the innovative environment of the region are considered. The assessment of the factors constraining and promoting development of innovative activity in the Ulyanovsk region is carried out, problem areas come to light and ways of their permission are revealed.
