In the article basic elements of system of the state strategic planning and management of development of the Arctic zone of the Russian Federation are considered. Special value is given to approaches to development of the draft of the federal law on the Arctic zone, and also criteria of definition of its structure. Justifications on system of the program actions aimed at ensuring of realization of national policy in the Arctic and ensuring of national security are given.
