Updating of participative approach to formation of system of the public power in modern Russia

In the article expediency of use of participative approach in public management by means of implementation of the concept "Open government" is considered. The characteristic of the Russian practice of introduction of system "Open government" in communication interrelation between the power and civil society is given. Recommendations on further development of system "Open government" with a view of improvement of activity of the public power and improvement of quality of life of the population are offered.
