In the article the purposes on development of energy saving programs are given in various levels of management. Difficulties which municipal authorities face at effective implementation of the developed program are noted. The main barriers of increase of efficiency of energy resources and problems arising thus are analyzed. The idea on acceptance of rules of energy saving for all types of energy by analogy to electricity savings program is given
