Creation of new type of economy involves need of modernization of the maintenance of the human capital. In the article influence of change of a paradigm of Russian education on formation of the human capital at the higher school is considered. A basis of change the competence approach in education is necessary condition of formation of the identity of the graduate corresponding to modern requirements of Russian economic development.
