City agglomerations of second order as factor of economic development of the region

In the article the analysis of problems of formation of city agglomerations of the second order and their role in development of regional economy are provided. The special attention is given to identification of their specific functions and missions in structure of large city agglomerations. Potential possibilities of formation of similar structure in a format of the Volgograd agglomeration are considered.
