In result of the analysis of the USA national programs it is revealed that development of alternative power is not only ecology-climatic problems, but also the way of stimulation of scientific and innovative activity. Also problems of employment of the population and the general improvement of economy are solved. Extremely important the technological leadership through distribution of the best technological practices fixed in systems of the international standards of power efficiency.
