Food security of the population is one of the major policy goals of the state. In the conditions of instability of the international agrarian markets many countries pass to strategy of food self-sufficiency. The qualitative system of an assessment of real capacity of the agricultural sphere is necessary for this purpose. Authors offer to add applied criteria of an assessment of food independence with the new indicators necessary for advance planning of development.
