The great value for economy development in the conditions of recession has effective use of public funds through various forms of cooperation of the state with business. Real efficiency of an investment of budgetary funds is necessary for estimating at the investment project through growth of society welfare. To achieve this goal it is necessary a new approach to evaluating the effectiveness of national projects, improving the organizational structure of government and business cooperation
