For historical reasons, Russia has only one source of welfare - is the removal of its natural environment. However as a result it turned out the "correct" privatization so that withdrawn and made properties are used not in interests of all country as a whole, and in interests of a narrow ruling class. And it led to emergence in modern Russia of a number of difficult tractable problems connected with its steady existence on rather long temporary interval.
