Organization of production of import-competitiveness of industrial products for industrial use can be made to the boundaries of architectural innovation of import-substituting complex cluster type, which should be a priority of end the development of industry in the region. At formation of innovative import-substituting production the industry will develop, to decrease an import dependence of the enterprises, to raise economic safety of the territory.
