In the article the problem of the system risk analysis, connected with implementation by customs offices of separate actions on transport, veterinary, fytosanitory, sanitary quarantine to control in check points through frontier of the Russian Federation is considered at realization of customs services. Classification of the risks connected with violations of the law in the field of customs business is presented For risk management it is offered to use the theory of the games, allowing to find the optimum decision in the conditions of the conflict
