The condition of the Russian state management system which has appeared under extra public administration from a ruling class is analyzed in the article. It is answered that it is necessary to make for ensuring controllability of the country according to state and national interests, without destroying system of self government - dibasic synergetic social order, historically is characterized in Russia.
