Key features of network communities from the point of view of working out of technology of development are presented in the article. Requirements for methods and technologies of management of network communities are formalized. The models of the network community and its facilities, allowing to describe the semantics are developed. The following steps in order to create tools to analyze and manage network communities are formulated.
