The method of estimating the innovation capacity of different economic activities of Karachaevo-Cherkessia Republic in order to identify the most efficient organizational forms of interaction and innovative regional government groups are presented in the article. It is proposed prototype of such a structure - a regional innovation center. The goals and objectives, sectors and areas of innovation, which fall within the activities of the center are offered
