The features of strategies of information warfare and the main regularities of their development are analyzed in the article. The key technologies used by states to conduct information warfare are defined.
     The analysis of methods and techniques for managing network communities are performed, which are the main tool of modern information operations. The requirements to promising methods and technologies for managing network communities in the interests of national security are offered.
