In the article the system approach the essence of the term “safety” and an order of maintenance of effective and safe functioning of managing subjects in the conditions of market economy are considered. The functional model of management by system of safety by objects of regional economy is developed. Basic directions of modernization of an existing control system by economic safety are defined. The major factors influencing its efficiency are revealed. The offered method of differentiates managerial process on local, regional and federal levels is considered.
