Formation in Russia of fair-efficient society, coordination of national, regional, corporate and personal interests of the institution requires the modernization of social partnership. The development of social partnership in the regions is regular and complex process, necessitating its inclusion in the logic of the organization and strategic management of development in the region as a whole, and municipalities. The authors recommended the structure of the complex tripartite agreement «government-to-business trade unions».
