Foreign experience of financing of building of affordable rental housing - the possibility of introducing in the Russian housing market

The market for affordable housing is one of the key challenges in implementing social and economic policy. Foreign experience in financing the construction of affordable rental housing, as one of the most effective mechanisms to improve housing conditions is presented. As such a tool of U.S. housing programs are considered, key role which is a program of tax credits to build housing for low-income families. In the article it is offered the system of subsidies and incentives in France, focusing on deposits «Livret A». The role of the state as the authority conducting a large-scale support for housing through various incentives and guarantees is shown.
