The central problem of Russia now is definition and a substantiation of a strategic choice, formation of strategic targets and mechanisms of their achievement. Planning and forecasting, acting as basic elements of system of the government, allow to define the basic directions of the future development of the state, its place and a role in world economic and political space. In the article the estimation of current state of system of planning and forecasting of the Russian Federation is spent, its base elements and functioning mechanisms are considered, the basic problems are revealed and possible ways of their decision are offered.
