This article is devoted to the competitiveness problem of Russian science-consuming industry in labor and land markets in the largest cities of the country. The authors find out contradictions between spatial arrangement plans of the science-consuming enterprises and their staffing. The necessity of innovative solving of the qualitative settler environment creation and adjustment the priority of science-consuming industry development is shown.
