Programs of fertility: degeneration of the theory or waste of money

In the article it is shown that on the basis of comparison of various programs of reproduction of fertility to results of their realization and theoretical programs stable negative result from realization of the programs, not conterminous with expectations and is defined by the errors of the theory leading to irrational charges of the budget and time.
