The structural dynamic analysis as a tool for evaluation of reducing problem scenarios of regional development

The author made adaptation techniques of structural and dynamic analysis for the evaluation of scenarios to reduce problematic of regional development. The concepts of proportional and disproportional structural shift were introduced into practice. The classification of types of economic development in the region based on the comparison of estimates of economic growth in the region and the regional structural dynamics. On the sample of the Jewish Autonomous Region evaluated two scenarios to reduce problematic of backward regions: basic and structured. It is shown that the preferred scenario reduction problematic Jewish Autonomous Region is to restructure the economy by stimulating the development of new "growth points". The growth points are development of tourism in this region.
     The author proposes to create special economic tourist-recreational zone, which will stimulate the endogenous capacity of the Jewish Autonomous Region in long-term.
