The paper deals with a cluster economy in the region, especially the interaction within the clusters, identified the dynamics of indicators of development of small enterprises in the region, carried out selection of appropriate regression models, set the index of specialization of small businesses in the region.It is revealed the quantitative and qualitative characteristics of the clusters.
