The article presents the basic concepts of strategic management of the region by upbuilding on its labor potential, involving insertion of the formation and use of labor potential of the overall strategy of socio-economic development of the area. Using the proposed concept of regional government bodies will make informed decisions about the priorities of social and economic policy in the region to improve the quality of life.
