Modern conditions of economic activities determine more attention to innovative processes, there upon, there was a requirement of studying and development of the theory and practice of application of administrative innovations in the state and municipal management system. In the article, the elemental structure of the administrative mechanism of regulation of innovative sphere of a region as basis for the development of its competitiveness is considered. Authors offer and prove the innovative approach of introduction of system of the balanced indicators in the sphere of regulation of innovative development of a region.
