In article directions of increase in budgetary capacity which represents possible volume of expenses of the budget, defined as are offered by the sizes of budgetary potential, transfers and loans, and efficiency and productivity of expenses of the budget, and according to an author's technique the mark of efficiency of budgetary regulation of territorial development is given.
