At present, the subjects of the Russian Federation shall independently determine the direction of economic policies form a strategy for socio-economic development, which is determined by many factors among which the leading role played by the agricultural production potential of the region. On its condition and possible qualitative and quantitative changes on achieving the necessary growth and social welfare of rural areas. Therefore, the steady improvement of productive capacity is essential for development and major factor in addressing the socio-economic problems of agricultural regions. However, at this point remains unresolved a number of issues related to modernizing and improving the productive capacity of rural areas. In this connection, in this article, the authors noted the problems of effective development of the productive capacity of rural areas in the regional aspect, as the defining components of the strategic directions for improving the competitiveness of agriculture. Identified and analyzed the main trends of development of productive capacities of the Oryol region. Identify key aspects of the resource potential of rural areas.
