The paper presents author's understanding of the content, attributes, self-regulatory institutions, socio-economic life in terms of modern institutional economics. Development of this concept is connected with the necessity to overcome the economism in understanding the development prospects of the Russian economy and society that will contribute to a more adequate development of communication of targets of economic development and the regions with the means to achieve them.
