One of the most important problems facing any country is foundation of effective public purchasing system. This is undoubtedly a problem of increasing economic importance. It can be solved by management control and establishment of uniform procedure of placing of orders for the purpose of establishment of common free market zone in Russian Federation. In the given article the Russian Federation Law for purchasing goods for state and municipal needs is analyzed. Emphasis is on averting corruption and other abuses in placing of orders sphere.
      In the conclusion the main regularities of the processes of establishment and functioning of public purchasing system in Russia are represented.
