Formation and development of the cluster potential of the region in Southern Russia

Currently there is no single selection technique of cluster formations. This process is often not linear and has a medium-or long time perspective, which could adversely affect the efforts of its formation .In order to avoid unnecessary costs and risks must be careful preparatory work, one of the stages which is to estimate the cluster potential of regional system. This article discusses the concept of "cluster potential", the method of its estimation on the example of the south regions of Russia.
