Formation of the system of budget risks management at the level of the subject of the Russian Federation

Risks appearing on different stages of the budget process realization at the level of the Russian Federation subject are analyzed in this article. Specific risks characteristic for planning and realization of the fiscal policy in the concrete region, hereafter the Astrakhan Region, are determined. Legally guaranteed possibilities and restrictions for the formation of the system of budget risks management are shown.
