The work is devoted to the problem of state reforms correspondence to national interests. The author focuses on Russian liberal reforms of the second half of the 19th century and analyzes their assessment by the ideologist of state nationalism M.N. Katkov. The aim of the work is to show Katkov’s consistency in evaluation of state reforms and importance of his ideas for modern life. The author arrives at a conclusion that Katkov considered strong centralized government to be a major prerequisite for effectiveness of reforms.
